Prostitution or Fashion at the Vodafone Ghana Music Awards 2014?

One of the biggest nights for musicians in the history of Ghana was witnessed recently at the AICC; it was the 15th edition of the Vodafone Ghana Music Awards.

Winners were awarded, new couples emerged, and beautiful things occurred, as well as different dress codes kept tongues wagging all night. The most common one wasthis woman
The lady (not a celeb though) came clad in a long red gown which had the whole breast guarded by a black brassier. With her blonde hair, she certainly didn't look 'sharp'.
This photograph has since been trending on the social media, leaving fashion enthusiasts to debate on whether it was a fashion statement or an indecent exposure act.
If it was a fashion statement, then did she achieve her point? Did she 'nail' it?
If it's seen as an indecent exposure act, then should she have been arrested alongside other celebrities who are fond of exposing their private parts in the name of fashion; and charged under the provisions of sexual offence act?
Indecent exposure involves the public display of parts of the anatomy in a manner that may be offensive to others and morally unacceptable.
